May 2007 will herald many changes in the Scottish political landscape, but the local authority elections will also see a shift in voting system. The traditional First Past the Post (FPTP) method will be replaced by the Single Transferable Vote (STV) system of proportional representation (PR).

Why the Change?

Reform of local government representation was a key commitment in the Partnership Agreement created between the Labour Party and the Liberal Democrats when they joined forces to establish the first Scottish Executive in 1999. After much debate and consultation, the Scottish Parliament has opted to implement the system of STV.
